Jessica Hooper, Esq. is a trusted estate planning and probate attorney serving clients throughout Florida and Washington, D.C. As the Founder and Managing Partner of Hooper Heritage Law, PLLC, Jessica provides personalized legal guidance to individuals and families seeking to protect their assets, preserve their legacy, and navigate the legal complexities of estate administration.
With a Juris Doctor from Florida A&M University College of Law and a Bachelor’s degree in Criminology from Florida State University, Jessica brings over a decade of combined legal education, litigation experience, and client advocacy to her practice. Her legal career has spanned both public and private sectors—including service with the U.S. Small Business Administration during the COVID-19 pandemic, where she helped thousands of small businesses secure vital financial relief.
Jessica holds bar licenses in both Florida and the District of Columbia and is admitted to practice before the United States Supreme Court. Her professional background includes substantial work in estate planning, foreclosure litigation, probate, and regulatory compliance. She is also a Certified Criminal Justice Instructor and currently serves as an Adjunct Professor at Indian River State College.
In addition to her legal practice, Jessica is a licensed Florida real estate professional, a Notary Public, and a proud member of NAREB Treasure Coast, where she serves as legal counsel.

Sarah Hill (Paralegal)
As a proud native of Fort Pierce, Florida, I graduated from St. Lucie West Centennial High School in 2010 and earned my Associate of Arts degree in Paralegal Studies from Keiser University in 2012. Currently, I am pursuing a Bachelor of Science in Human Services at Indian River State College, with an expected graduation date in the spring of 2026.
With over ten years of experience as a paralegal, I have developed a strong passion for estate planning. I am dedicated to helping individuals safeguard their future wishes, manage their assets, and ensure the well-being of their loved ones. In addition to estate planning, my professional journey includes significant experience in personal injury and family law, providing me with a broad and well-rounded skill set to meet the diverse needs of my clients.
Outside of my career, I am a proud wife and mother of two children. I am committed to achieving a fulfilling balance between my professional and personal life.
